Under general direction of the Chief Executive Officer, this unrepresented position manages all internal and external communications strategies and policies including acting as the Public Information Officer.DISTINGUISHING CHARACTERISTICS: This single incumbent class is responsible for producing and disseminating court information to judicial officers, court employees, communications media and general public and private and public agencies; overseeing the court’s social media presence and coordinating community outreach efforts.

  • Informs court staff, communications media, general public, educational institutions, governmental agencies, civic and professional organizations and other appropriate groups about the objectives and activities of the court using a variety of external and internal communication mediums such as the Internet, Intranet, social media platforms, emails, videos, newsletters, presentations, factsheets, and brochures in a clear, easy to understand, professional, attractive and timely manner.• Prepares content for and manages organization of the court’s Internet, Intranet and social media sites.• Provides daily answers to numerous questions related to court information and records received from the media, general public and court staff.• Prepares press releases, newsletters, reports and brochures for internal and external distribution.• Manages the court’s community outreach activities and implements new services or programs, as directed.• Compiles information and prepares draft documents in preparation of the court’s Annual Report and Strategic Plan revisions.• Conducts tours for educational institutions and other groups.• Performs other related duties as required.
Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, Communications, Journalism, Media Relations, Public Relations or a related field; and At least three (3) years of progressively responsible professional experience in the management of various external and internal communications for a complex organization.Knowledge of: Principles, techniques and strategies for effective organizational and media communications, and public and media relations;Social, political and environmental issues influencing communications and public and media relations;Industry trends and media practices, as they apply to communications and public information programs;Applicable federal, state and local laws, regulations and court decisions related to communications and public and media relations;Court and public service processes, including community outreach programs and resources;Information dissemination techniques and methods;English grammar, spelling, syntax and punctuation;Layout and editing techniques and procedures;Research methods and interviewing techniques;Automated techniques in developing audiovisual presentations.Ability to: Analyze and manage complex external and internal communication issues and strategies;Plan and coordinate an effective public information program directed toward building and maintaining the court's image in the community and with key stakeholders;Represent the court effectively in answering questions, responding to inquiries, providing assistance, and dealing with concerns from judicial officers, court staff, media, public, community organizations, and other government agencies on a variety of issues;Exercise tact, diplomacy and discretion in dealing with sensitive, complex, confidential issues and situations;Produce accurate and well-written communications such as media releases, newsletters, articles, bulletins, reports and other documents as required with short deadlines;Understand, interpret, explain and apply local, state and federal policies, laws, regulations and court decisions related to communications and public and media relations;Maintain confidentiality of Court documents and records;Communicate ideas and concepts in a variety of forms including verbal, written and audio-visual means; Speak before and facilitate discussions with large groups of people;Effectively manage multiple projects and changing priorities;Establish and maintain effective relationships with judicial officers, court and county employees, members of the media and public and others encountered in the course of work.

WORKING CONDITIONS: The work environment is generally clean inside buildings with limited exposure to dust, fumes, odors, and noise. Incumbents will be working under sometimes difficult and stressful conditions, with frequent deadlines and expectation to produce high quality work under limited time constraints. The ability to work independently as well as closely with others is required.ESSENTIAL FUNCTIONS: Specific tasks and duties may vary among assignments; however, the following are considered essential functions expected of the Communications Program Manager classification: • Frequent and ongoing use of a computer terminal;• Periodic, regular, and/or occasional contact with judicial officers, executive staff and court employees, government agencies, the public, media representatives and/or vendors with the ability to converse and respond appropriately to inquiries and requests;• Periodic to regular lifting, walking, and carrying of files, documents, and other court related materials. Incumbents must have the ability to lift and carry 10 lbs;• Work with time constraints and under pressure in some situations.PHYSICAL DEMANDS: Strength, dexterity, and coordination and/or ability to use a computer keyboard and read a video display terminal on a regular basis;Ability to listen to verbal requests from the public and court staff then respond appropriately;Dexterity and coordination to handle files and single pieces of paper, occasional lifting of objects weighing up to 10 lbs, such as files, stacks of paper, reference books, and other materials;Frequent need to reach for items above and below desk level, sometimes with the assistance of a ladder or step-stool; Standing and sitting for long periods of time is periodically required.EXAMINATION: A screening panel will be convened to select those applicants deemed most qualified to participate in a written and/or oral examination.
